Introduction

The strategic district alliances of 21C@JC connects neighbourhood collaborators—including youth, ICYSCs, and local businesses—to co-create community-based initiatives and mechanisms. These alliances not only maximize community resources and expand youth-accessible networks, such as enabling cross-centre collaboration among service agencies and building a mega ICYSC brand, but also foster strong community ties that encourage healthy decision-making and a shared sense of belonging within the community.

"JamJam", the first co-created project under the Tuen Mun District Alliance, combines design, youth stories, and artisan soda-making to create a symbolic “Tuen Mun Brand” that celebrates youth innovation and district identity.

Since April 2025, the team has engaged nearly 500 youth through community listening sessions, pop-up stalls, and co-creation workshops, some of which formed the "TMCoLAB" and collaborated to design products connecting youth with the community. After months of brainstorming and flavor testing, three handcrafted sodas were successfully launched, each named, designed, and produced by youth. The launch featured tasting events and giveaway sessions, turning compassion and creativity into real impact.

“JamJam” is more than a soda—it is an experiment in giving youth the courage to speak, explore, and connect. The project connected social workers, schools, local artists, designers, and beverage makers, sparking innovation and community belonging among youth while paving the way for a sustainable mechanism for district-based co-creation.

10 ICYSCs in the Kwai Tsing District collaborated to launch the “Bin-Kwai Card”, connecting over 40 shops in Kwai Chung Plaza to offer youth discounts and local experiences. Designed, promoted, and managed by youth themselves, with the active engagement and partnership of social workers, the initiative fosters a youth-friendly community model built on trust and mutual support.

Through cross-sector collaboration, the team recruited more than 40 Kwai Chung Plaza shop owners as “Youth-Friendly Partners”, offering exclusive deals, venue use, and joint events. Some shops even invited youth to serve as “One-Day Store Managers,” bridging relationships and establishing trust between youth and the community. In October 2025, the team ran a 10-day pop-up store in the plaza, attracting over 1,200 youth to learn about the “Bin-Kwai Card”. This fruitful experience has inspired the team to collaborate with student unions to further grow the regional brand in the future.

This initiative has transformed local businesses from passive observers into proactive supporters of youth, making them key allies in building a Youth-Empowering Community. Through social media platforms of “Bin-Kwai Card” and interactive events, social workers can connect with youth and invite them to access centre-based support such as emotional counselling, career planning, and volunteer training—creating an integrated online–offline growth ecosystem and district-level youth support network.
